For President Biden to ensure that 30 percent of the nation’s lands and waters are conserved by 2030, as he promised, the pace and scale of protections needs to increase dramatically.

Congress has not reauthorized or amended the NMSA since 2000. Now would not be a good time to try. Recent history, under both a Republican and a Democratic president, has shown that serious large-scale ocean conservation occurs only with the use of the Antiquities Act.

Until relatively recently, no president had applied the Antiquities Act of 1906 to any large amount of salt water. A few national monuments include seawater associated with islands and adjacent lands, but no national monument had been proclaimed that included a lot of ocean.
